The President’s Young Professionals Programme (PYPP) was launched in Liberia under the leadership of President Ellen Johnson Sirleaf and Betsy Williams. Designed to rebuild Liberia’s Public Sector after years of conflict, PYPP demonstrates how investing in young, capable leaders can strengthen governance and transform national institutions.

2016 – The Birth of Emerging Public Leaders (EPL)
Building on PYPP’s success, Emerging Public Leaders (EPL) was established to expand this transformative model across Africa. EPL’s mission is to cultivate a new generation of ethical and effective public servants who advance meritocracy, transparency, and service excellence in governance.

2018 – Our Beginning in Ghana
Emerging Public Leaders of Ghana (EPL Ghana) was founded on the belief that strong institutions are built on exceptional leadership. From day one, our mission has been to cultivate a new generation of public servants equipped to address Ghana’s most complex challenges.

Building Foundations
When we launched the Public Service Fellowship in Ghana in 2018, it was a two year programme. The first year was fulfilling a mandatory national service requirement and the second year deepening leadership experience in the Public Service. The inaugural cohort of 20 young professionals aged below 30 served in key roles across 28 Ministries in Ghana, delivering meaningful results and setting the standard for future Fellows.

2023 – Program Evolution
In response to changing needs, the Fellowship was refined into a focused one-year programme for young professionals who have completed National Service. This evolution strengthened the programme’s ability to engage a pipeline of skilled, motivated talent who are ready to make an immediate impact in governance and policy.

Scaling Impact
Looking ahead, we are expanding our reach with the goal of building a network of over 500 dedicated Fellows by 2030. This growth reflects our unwavering commitment to strengthening governance and advancing Ghana’s social and economic well-being.

Beyond 2027 – The Future
Our journey continues toward a future where Ghana’s public service stands as a beacon of excellence; driving progress, shaping policy, and securing prosperity for generations to come.
